Surveying towers used by surveyors to measure angles between geodetic points several to dozens of kilometres apart.
The inner tower has a table for the instrument; the outer tower is for movement, so vibrations do not move the instrument.
Judging by the box at the top, probably before or after measuring. The box at the top of the outer tower with the black-and-white pole forms a signal for measurements from other hills.
